Starnes on May 5, 1974, in Plano, Texas and they made their home in the Garland area. He moved to Quinlan in 1982 and was a longtime member of Grace Baptist Church. He enjoyed fishing and gardening. Doug was an avid Texas Rangers fan and enjoyed traveling to watch his favorite team. He loved watching high school football and college football.
